UN chief Ban Ki-moon  said today he will send a special envoy to Kyrgyzstan, where opposition  forces have taken control of the government after bloody riots.  Meanwhile, the European security body OSCE also announced it would  dispatch a high level envoy, Zhanybek Karibzhanov, deputy speaker of the  Kazakh lower house of parliament, who was to arrive in neighbouring  Kyrgyzstan shortly.

Pembangkang ambil alih kuasa, tuntut Presiden letak jawatan

BISHKEK: Parti pembangkang Kyrgyzstan berkata ia sudah mengambil alih kuasa dan membubarkan Parlimen selepas tunjuk perasaan memaksa Presiden Kurmanbek Bakiyev melarikan diri dari ibu negara di Asia Tengah itu.
Pemimpin kerajaan sementara, Roza Otunbayeva, menuntut peletakan jawatan Presiden Bakiyev yang didakwa sedang cuba mengumpulkan penyokongnya di selatan Kyrgyzstan.
Otunbayeva adalah tokoh yang membantu Bakiyev memperoleh kuasa presiden lima tahun lalu.
“Penduduk Kyrgyzstan mahu membina sebuah negara demokrasi. Apa yang kita lakukan semalam adalah jawapan kepada tekanan dan kekejaman rejim Bakiyev kepada rakyat selama ini.
“Anda boleh menggelar ini sebagai revolusi. Anda juga boleh katakan ini satu revolusi rakyat. Kedua-duanya adalah cara kami untuk menyatakan apa yang kami mahu demi keadilan dan demokrasi,” kata Otunbayeva yang pernah menyandang jawatan Menteri Luar dalam kabinet Bakiyev.
Semalam, Bishkek dikejutkan dengan letupan kereta dan kebakaran bangunan kedai, sehari selepas sekurang-kurangnya 75 orang terbunuh dalam pertempuran antara tentera kerajaan dan pasukan keselamatan.
Asap hitam memenuhi ruang udara Rumah Putih atau pejabat kerajaan, ketika penduduk merempuh bangunan tujuh tingkat itu dan membakar beberapa bilik.
Bantahan yang bermula tiga hari lalu di beberapa bandar wilayah, tercetus berpunca daripada perasaan tidak puas hati berikutan amalan rasuah, nepotisme dan kenaikan harga barang di negara yang satu pertiga daripada 5.3 juta penduduknya hidup di bawah paras kemiskinan.
Amerika mempunyai pangkalan udara di bandar Manas di Kyrgyzstan untuk menyokong tenteranya di Afghanistan. Ia juga adalah penyumbang utama kepada Kyrgyzstan, selain China dan Russia yang turut mempunyai pangkalan tentera di negara bekas Soviet itu.
Jurucakap Perdana Menteri Russia, Vladimir Putin, berkata, Otunbayeva memberitahunya melalui telefon bahawa beliau menguasai sepenuhnya negara itu dan kini menjadi ‘ketua kerajaan yang baru’.
Putin sebelum itu menafikan Moscow memainkan peranan dalam pertempuran itu, manakala Otunbayeva berkata kerajaan barunya akan mengekalkan perjanjian yang membenarkan pangkalan udara Amerika terus beroperasi.
“Status quo pangkalan itu masih kekal. Kami mempunyai beberapa persoalan mengenainya. Berikan sedikit masa supaya kami boleh mendengar penjelasan kedua-dua belah pihak dan menyelesaikan semua yang perlu sebelum mengambil sebarang keputusan,” katanya.
Bakiyev meninggalkan Bishkek menuju ke selatan Kyrgyzstan, yang juga kubu kuatnya. Seorang saksi berkata, beliau tiba di lapangan terbang Osh, lewat petang Rabu, manakala Otunbayeva berkata Bakiyev berada di wilayah kelahirannya, Jalalabad.
“Kami mahu merundingkan peletakan jawatan beliau. Urusan Bakiyev di sini sudah berakhir. Penduduk yang terbunuh semalam adalah mangsa rejimnya,” kata Otunbayeva yang menambah, beliau berkuasa penuh ke atas kerajaan sementara, kecuali bagi Osh dan Jalalabad. – Reuters
