This is Abdul-Malik al-Houthi, the current leader of the shia militia group in Yemen known as the Houthi rebels, the original founder of the group Hussein Badreddin al-Houthi was killed in 2004 (Alhamdulillah). This shia militia group is famous for the slaughter of the ahlul sunnah of yemen and there siege in dammaj back in 2011 were they blockaded the city and killed way over 50 muslims.
